Prova a controllare se è il cavo.
Disconnettilo dal sensore e con un pezzo di cavo o fil di ferro portalo a massa.Se la ventola parte il cavo è ok!
Se il cavo è ok controlla il sensore con un tester.

EDIT: Non avevo letto che hai il problema opposto,cioè la ventola sempre in funzione!
Credo ti abbiano dato un sensore temperatura sbagliato che chiude il contatto a una temperatura troppo bassa Wink
Controllalo col un tester riscaldandolo con una pistola a aria calda o mettendolo in acqua bollente e vedi a quanti gradi chiude il contatto.
Ti ho trovato la procedura sul manuale d'officina:
