I think with TEN and GND connected, the 1200RPM at cold start sounds reasonable. Once the engine warms up, a properly working air valve is supposed to close. This reduces air at idle to the engine for a low RPM idle.
One symptom of a malfunctioning air valve is that at operating temperature, the idle remains high. And despite the idle adjustment screw as low as possible, the idle RPM remains high (like above 1200 RPM in my case). I had this high idle problem on my 92. Fortunately for me, my wife drives a 91 miata. So, I borrowed her air valve and the high idle problem went away.
